The write twin of GET …/suggestion: runs the policy’s strategy and MOVES the
rotation cursor, so the next call picks the next rep. Use it when your own
system creates the meeting and only needs the assignee. A pool outside the
caller’s reach is a 404. Required scope: bookings:create.
Requires Idempotency-Key.
